An amendment offered by Rep. Joe Barton R-TX., would prevent a trigger in the legislation from double this bills new tax 'surcharge' in 2012.  Currently, the house legislation requires the Office of Management and Budget(OMB) to conduct a study in 2012 to determine whether or not division B of the legislation will bring $700 million in savings. If it does not, Americans making under $1 million would be hit with a tax hike as high as 5.4% to pay for the ineffective and expensive democratic healthcare plan. As said by House Democrats: “many successful small businesses - - the very kind business that should lead in creating jobs and help us emerge from this recession - - will be taxed at over 50 percent.” This surtax “will discourage entrepreneurial activity and job growth.” Mr. Barton's amendment would alter the trigger to prevent this occurrence.
